Prof. Sigalet will explain why provinces have been more willing to use the notwithstanding clause since 2018, argue against the Attorney General of Canada\u2019s factum in <\/span><i><span style=\"font-weight: 400;\">English Montreal School Board <\/span><\/i><span style=\"font-weight: 400;\">(<\/span><i><span style=\"font-weight: 400;\">Hak<\/span><\/i><span style=\"font-weight: 400;\">) <\/span><i><span style=\"font-weight: 400;\">v A.G.
